He is right. You cant think of a creature on this planet that is selfless in the way dogs are. It could be easy to just dump them into the same category as other animals. Although it is clear here that they are talking about cannabis oil which can be defined from the legal perspective as having more than 0.3% THC. Still, in the end, they say ‘The dogs aren’t high or sedated’ which says that they may be talking about CBD oil but under the general banner of cannabis oil. Cannabis oil by definition probably would get your dog high as it contains a healthy dose of THC whilst CBD oil does not.
For older dogs, as well as older people, CBD may be very beneficial for the heart.

This is called Decarboxolation.
